SEAI's register is public and free, and most homeowners have never been told. If the house has been sold or rented since 2009 it almost certainly has a certificate sitting there, and that certificate can decide two grants before you spend anything.

The rating is the least useful thing on the certificate. The advisory report underneath it is what decides whether two of the grants are open to you, and it is downloadable for any BER published on or after 6 July 2021.
Your house must already have good attic and wall insulation. This grant is not a starting point.
What to look for. In the advisory report, find the rows for the attic and the walls. If both are markedGood or Very Good, the prerequisite is met and you can apply. If they are not, this grant is not open yet and insulating first is what opens it.
Your home has to lose heat slowly enough for a heat pump to work, and for most older houses that has to be proved before you apply.
What to look for. A valid BER showing a Heat Loss Indicator of 2.3 W/K·m² or lower removes the Technical Assessment requirement altogether. Without one you need the assessment before you are allowed to apply, and there is a €200 grant towards it.
An existing BER never replaces the one that draws down your grant
Every applicant on the individual grant route needs a post-works BER, carried out after the job is finished and signed onto the Declaration of Works by the assessor. A certificate you already hold cannot do that, whatever its date. There is a €50 grant towards it. What the register saves you is finding out too late that you never qualified.
Yes. SEAI's National BER Register is public and free at ndber.seai.ie. You can search on your 11-digit MPRN from an electricity bill, a BER certificate number, or the address. Most people do not know this exists and pay for an assessment they may not need yet.
A BER has been required whenever a home is sold or rented since 2009, so if the house has changed hands or been let since then it almost certainly has one. Certificates are valid for ten years, so an older one may have expired. The register tells you either way in under a minute.

Your attic and walls have to be insulated already. That is proven either by SEAI attic and wall insulation grants you have already claimed, or by your BER advisory report marking attic and walls "Good" or "Very Good".
