The Warmer Homes Scheme
SEAI pays for the work in full, with no contribution from you. There are four conditions, and there is a queue of up to two years.
You qualify for the Warmer Homes Scheme if you own and live in the home, it was built and occupied before 2006, you receive one of seven qualifying welfare payments such as Fuel Allowance, and a survey finds the home suitable. SEAI then pays for the work in full, with nothing for you to contribute. The current wait is up to 24 months from applying to the works being finished.

The four conditions, all of which apply
- You own and live in the home
- It must be your main residence, where you live most days of the week. You will be asked for proof of ownership: a mortgage statement, home insurance policy, title deeds, a solicitor’s letter, or a Local Property Tax letter with a utility bill.
- The home was built and occupied before 2006
- The ESB meter has to have been connected and the property lived in before 2006. SEAI confirm this as part of the BER assessment.
- You receive a qualifying welfare payment
- One of the seven below. SEAI check this directly with the Department of Social Protection using your PPSN and date of birth, so you do not need to send proof.
- The home is suitable, following a survey
- Meeting the first three criteria does not guarantee any work. Some homes are found unsuitable at survey and are offered nothing.

The seven qualifying payments
- Fuel Allowance, as part of the National Fuel Scheme
- Working Family Payment
- One-Parent Family Payment
- Domiciliary Care Allowance
- Carer’s Allowance, where you live with the person you care for
- Jobseeker’s Allowance for over six months, with a child under seven
- Disability Allowance for over six months, with a child under seven
The State Pension is not on that list, and age is not a criterion.
This is the most common misunderstanding about the scheme. Plenty of pensioners do qualify, but through Fuel Allowance or Carer's Allowance, not because they are retired.What pensioners can actually claim.
If you only started receiving a qualifying payment recently, SEAI advises waiting five to six weeks after your first payment before applying, so the Department of Social Protection check finds it.

SEAI says the grant will cover most of the cost of the work in many cases.
The catch, and it is a real one.
You pay for the work upfront and are refunded the grant afterwards, so you need the money available first. That is the opposite of the Warmer Homes Scheme itself, where you never pay anything. If the money is not there, staying in the queue is the right call.
Find a registered insulation contractor in your county
You choose the contractor on this route, so you need one registered for insulation in your county. There are 2,692 registered contractors listed here, from the public SEAI register.
What you do not control
Worth knowing before you apply, because it is a fully funded scheme and the trade-off is that SEAI makes the decisions.
- You cannot choose your contractor. SEAI appoints one and you keep them for the whole job.
- You cannot pick your measures. The surveyor decides what is suitable, and some homes qualify for nothing.
- If you had work done under the scheme on or after 1 July 2018, you are usually not eligible again.
- Windows are replaced only if they are single-glazed, and only alongside wall insulation.
- In an apartment, your management company has to consent before anything proceeds.
- Applications are processed strictly in the order received. Nobody moves up the queue.
How to apply
Applications go directly to SEAI, online or by post. You will need your MPRN from your electricity bill, proof that you own the home issued in the last 12 months, and your PPSN and date of birth so SEAI can confirm your payment with the Department of Social Protection.

Who qualifies for the Warmer Homes Scheme?

How long is the waiting list for the Warmer Homes Scheme?
SEAI currently says up to 24 months from applying to works being finished. The pre-works BER can take up to 12 months, the survey around 14 months, the works 24 to 26 months, and the final BER 2 to 3 months after that. Applications are processed strictly in the order received.
Is the State Pension a qualifying payment?
No. The State Pension is not one of the seven qualifying payments, and age is not a criterion for this scheme at all. Many pensioners do qualify, but through Fuel Allowance or Carer’s Allowance rather than because they are retired.
Can I get insulation sooner than the waiting list?
Yes, and this is new for 2026. If you are on a qualifying payment you can apply for the higher individual attic insulation grant of up to €2,500 and wall insulation grant of up to €2,300, choose your own SEAI registered contractor, and get the work done now. SEAI says this "will not affect your place" in the Warmer Homes queue. You pay upfront and are refunded.
Can I choose my own contractor on the Warmer Homes Scheme?
No. SEAI appoints a contractor from its approved list and you keep them for the whole job. You can choose your own contractor only if you go the individual grant route and pay upfront.
Can I pick which upgrades I get?
No. An SEAI surveyor decides what is suitable for your home based on its age, size, condition and existing heating, and the recommendations follow scheme rules. Some homes are found unsuitable for any work.
Do I need a BER to apply?
No. If you do not already have one, SEAI arranges a free BER assessment before the work and another after it. That does add to the waiting time.
I had work done under the scheme before. Can I apply again?
Sometimes, but if the previous work was done on or after 1 July 2018 you are usually not eligible now.
Will I get new windows?
Only if they are single-glazed, and only as part of wall insulation work. Single-glazed windows in a house whose walls are already insulated are not replaced under this scheme.
